This paper aimed to carry on exploring research on basic modes and implementation of fiscal management informatization. Based on literature research and investigation, it summarized the present conditions and problems of fiscal management informatization both inside and outside of China especially deeply researched the implementation means and business line of the two modes—TCP mode and ACB mode. At the same time, it gave some comments on the several modes.

本文对财政管理信息化的基本模式与实施进行了探索性研究，在文献研究和调研的基础上，总结了国内外财政管理信息化的现状并提出给我国的启示，笔者尤其对财政管理信息化的两种模式即国库集中支付模式和会计集中核算模式的运作方式、业务流程进行了深入探讨并对各种模式给出评价。

In this paper, the MM5 Adjoint Assimilation System is used to correct MM5's terrain error. The experimental results of amending different initial terrain data indicate that: the MM5 AAS is able to retrieve the terrain field, whose resolution is matched with one of the initial meteorological element field and therefore well coordinated with the MM5 model. Thus a new way about how to widely use the assimilation system is offered in this paper.

将伴随模式同化系统应用于修正模式地形误差，通过对不同初始地形的修正试验表明，MM5伴随模式同化系统能很好地对地形误差进行修正，能够反演出与初始气象要素场分辨率相匹配、与模式更协调的地形场，为伴随模式同化系统的广泛应用提供了一种新的思路。

In this paper a genetic algorithm four-dimension data assimilation system was applied to the more complex MM5 model, we verify the performance of the genetic algorithm assimilation system, we take the a heavy rainfall process during 04-05, July, 2003 as the experimental research object, and carry out data assimilation experiment of actual observation data, compare the experimental results of the genetic algorithm assimilation system and MM5 adjoint model assimilation system with the experimental results without assimilation, the following is the result:genetic algorithm assimilation system is used not only in a barotropic primitive equation but also in the complex model, MM5, for example, in the ideal experiment the result of the genetic algorithm assimilation system is better than the MM5 adjoint model assimilation system, in the assimilation experiment of actual observation data, whichever assimilation system is used, the initial field of numerical prediction model is effectively improved and the prediction effect of physical field and rainfall are somewhat enhanced.

本文将遗传算法的四维同化系统运用到更复杂的MM5模式中，在理想实验中验证遗传算法同化系统的性能，并以2003年7月4日"南京暴雨"作为研究对象，进行了实际观测资料的同化，并将遗传算法同化系统和MM5伴随模式同化系统得到的结果跟未同化的结果进行了比较，结果如下：遗传算法同化系统不仅可以用在正压原始方程模式上，同样也可以用在MM5等复杂模式上，理想实验证明了遗传算法同化系统优于MM5伴随同化系统，在实际观测资料同化中，采用两种方法的同化系统都能有效地改善数值预报模式的初始场，能在一定程度上提高物理量场和降水量的预报效果。

At present, there are many diagnostic model of the evaporation duct, such as P-J model, MGB model, NPS model and Babin model etc. They are based on Monin-Obukhov similar theory, just it is different that confirms the flux and character scale in the surface layer. These models are only applied for the normality and homosphere in open sea without considering the alongshore effect.

目前国内外蒸发波导诊断模式有P-J模式、MGB模式、NPS模式、Babin模式等，但其基本原理都是依赖Monin-Obukhov相似理论，只是用于确定近地层通量的和特征尺度的方法不同，且仅适用于定常和水平均匀的开阔海域，并没有考虑到蒸发波导的近岸效应。

The paper is divided into three parts: firstly,the thesis analyzes the actuality of urbanization and the mode of municipalitycomprehensively, pointing out the clue relations between them. Secondly, the thesismakes comparative study of advantages and disadvantages of three modes ofmunicipality and points out these patterns are reflection of different stages in the courseof urbanization. Thirdly, the thesis introduces the foreign advanced experiences andbring the answer to perfect the currently mode of municipality depend on the directionof urbanization. At last the thesis takes the first step to discuss the new modes ofmunicipality.

文章从三部分入手进行分析，首先全面分析了农村城市化的进程和市镇建制的现状，揭示两者之间的必然联系，然后对当前三种设市模式的利弊进行了对比研究，指出这些设市模式是农村城市化在不同发展阶段的具体反映，接下来借鉴国外设市模式的经验，针对今后农村城市化的趋势提出了如何完善现有设市模式，并对新的设市模式进行了初步探讨。

The results show that the RIEMS can simulate the pattem and seasonal cycle of standard deviation of surface temperature and precipitation.

第一部分是检验RIEMS模式对东亚地区十年平均气候状况的模拟能力，结果表明，RIEMS模式能够较好地模拟出不同季节温度(包括平均温度、最高温度、最低温度)的空间分布和季节变化以及不同区域温度的年变化；无论是平均温度，还是最高温度、最低温度，模式模拟季平均和月平均温度与观测之间偏差大约一般在1-2℃，这与IPCC(2001)报告中报告的在区域尺度10〓-10〓KM，季平均温度偏差在1-2℃较为一致；模式能够较好地模拟降水的空间分布特征和季节变化以及不同区域平均降水的年变化，同时，也能够较好地模拟出雨带季节性的演变，但模拟的雨带位置较观测偏北，大约为2-3纬度；就季节而言，模式模拟最好的季节为冬季，较差的季节为夏季；模式基本上能够较好的模拟出不同季节平均海平面气压场的空间分布以及东亚地区的湿润和干旱分布规律的干旱指数的空间分布。

The first part is to assess whether RIEMS has ability to reproduce ten-years averaged mean climate in East Asia.The results demonstrate that RIEMS is capable to reproduce the patterns and seasonal cycle of temperature(mean temperature/maximal temperature/minimal temperature), precipitation, sea level pressure and arid index as well as the rain belt evolution.The simulated seasonal and monthly averaged temperature biases are generally in the range of 1-2℃,which are consistent with IPCC(200 1)report. Although model can reproduce the seasonal cycle and time evolution of precipitation, the simulated rain belt has northwards shift of 2-3 degree.

Front-peak dominated double peak mode and double peak group mode were mainly found in the rain-particle samples, while the front-peaked dominated double peak group mode is mainly found in the rain-particle samples ofdry-season, and double peak group mode is mainly found in the rain-particle samples of wet-season.

正构烷烃分布模式呈现一定季节变化，干季雨水主要为单峰态模式分布，而平台型模式主要出现在春季的雨水中，夏季雨水则三种模式都有；干季雨水颗粒物主要为双峰态前峰型模式，而湿季则以要双峰态双峰型模式为主。

Three regional climate models (MM4,RegCM2 and P-σ incorporated coordinate model)have been used to simulate the regional climate over eastern China in July .It is found that these three models have different performances in simulating different climate elements such as 500 hPa geopotential high field ,temperature fields,sea level pressure and rainy belt location.The results are important for developing regional climate model system which is suitable for eastern China and improving the simulation and forecast results.

利用MM4中尺度数值模式、RegCM2模式和P-σ混合坐标五层区域气候模式，以GFDL多年平均的6月份气候场作初始场，对我国东部地区7月份的区域气候进行数值模拟，比较、检验了三个模式模拟中国东部区域气候的性能，发现对500 hPa高度场、温度场、海平面气压场、雨带位置等不同的模拟对象，三个模式各有优劣，其结果对于发展适合我国东部地区的区域气候模式系统、改进模拟和预测效果具有一定的参考意义。
