根据通知，财政部、民政部、国家体育总局将尽快制定下发《彩票管理条例实施细则》，并根据《条例》的规定制定彩票设备和技术服务标准、彩票品种审批管理等办法，修订彩票发行与销售管理、彩票机构财务管理以及彩票公益金管理等方面的制度规定。《条例》对彩票发行机构、彩票销售机构的采购行为、彩票代销行为、彩票中奖者兑奖和逾期未兑奖的奖金处置作了统一规定。各级财政、民政、体育部门，以及彩票发行机构、彩票销售机构要认真做好政策调整的衔接工作，确保彩票的发行销售安全平稳运行。
