Therefore, for the smooth implementation of the exchange, the promotion of the quality of our national higher education, and the cultivation of more excellent higher-quality talents for the modernization of Socialism with Chinese characteristics, the administration and management departments of higher education should establish and perfect the laws and regulations of the interscholastic communications. Each college must establish and improve interuniversity regulations and related regulatory authorities, clear responsibilities, improve the quality of teaching management, reform the foreign languages teaching, establish special funds, scholarship and students grants for exchanging.

为此，建议我国高等教育行政管理部门尽快制定和完善高校学生校际交流的相关法规制度，各高校应制定和完善内部规章制度，并建立和完善校际交流的有关机构，明确职责，提高教学管理水平和质量，改革外语教学，设立校际交流专项经费和校际交流奖学金、助学金等，以保障本科生校际交流的顺利实施，提高我国高等教育的水平和质量，为中国特色社会主义现代化建设培养更多优秀的高素质人才。

Each college must establish and improve interuniversity regulations and related regulatory authorities, clear responsibilities, improve the quality of teaching management, reform the foreign languages teaching, establish special funds, scholarship and students grants for exchanging.
