The paper has studied the characteristic and reason for flood in cities in tidal river area, and then has summed up the assignments faced with and existent problems in the area. Considering the question of flood prevention of cities in terms of the characteristic of water system and difference drainage basin surface, the area is divided in to coteau and campagna.

根据下垫面的不同及水系特点，将研究区域分成山区和平原区，平原区再细分为水面、水田、旱地、城镇四类，分别采用不同的产汇流方法进行计算，再运用河网非恒定流方法计算河道断面洪水要素。

Through this research, draw the following conclusions:(1) Through analyzing the changes of structure and area of first-class and second-class landscape, foundings show that in the past ten years, the main character of landscape pattern changes is natural secondary forest land and dry land reduced but human effect forest land and waste-grassland expanded in research area.
