结合工具开发，认识到要迅速理清数据在企业各个职能领域之间和内部的复杂流动，要真正解决面向企业整体的复杂信息流调研和分析的问题，必须有数据流工具的支撑，为科学建立整个企业信息系统的逻辑层模型提供重要依据和参考，论文着重进行了基于信息资源规划体系的数据流可视工具的设计与实现，实质上是高层的数据分析工具和信息资源规划工具的有机组成，并且工具与规划元库充分整合，统一标准和规范，强调简明和实用。
