After a sharp reformation and continuous exploration, school health education, the core of American health education, comes into being a mature action plan to improve comprehensive school health education.

美国健康教育的核心领域一学校健康教育经过剧烈变革和不断探索后，逐渐形成比较成熟的行动方案来促进综合性学校健康教育(Comprehensive School Health Education， CSHE)。

Because these countries have accumulated plentiful and usful experiences and methods,which are about how to promote education development, and how to promote education fair, and how to reduce income inequality with education fair, and to make most residents could enjoy the education right fairly, and then to make human resources could get more develop in the society etc, all of these are worth to study for us.

因为这些国家在如何促进教育发展、怎样促进教育的公平以及怎样以教育公平作为手段缩小收入差距，使大部分居民都能享受到较为公平的受教育的权利，进而使整个社会的人力资源都能得到较好的开发等各个方面，都积累了丰富的经验与教训，值得我们去借鉴。

Via the investigation on the subjects such as philosophy of moral education, semasiology, logic, anthropology, psychology and so on, the author thinks that the ultimate goal is to cultivate the value character of our students. This character is an "attitude" dynamic system which consists of the subsystems such as "Moral Cognition","Moral Emotion","Moral Behavior", etc. It is built on the basis of our traditional culture, which focuses on three dimensions of "learn to be","leam together" and "leam to act". And it embodies the respect-responsibility (individual to himself, to others, to society, to nature and so on) value which is the students' core character as well as the goal of education that our moral education should pursue.

透过道德教育哲学、语义学、逻辑学、人类学、心理学等多学科的考察，论文认为，学校道德教育的根本目的在于培养受教育者的德性品质；受教育者的品格是由&道德认知&、&道德情感&、&道德行为&等子系统组成的&态度&动力系统；建立在传统文化基础上，围绕&立身&、&处世&、&行事&三个维度，体现&尊重—责任&关系（生命个体对自己、他人、社会、自然等）价值观，既是受教育者核心品格，也是学校道德教育应该追求的教育目标。

By taking into consideration the above problems, the thesis adheres to overall standpoint and unrepeated viewpoint in intention, puts goals of psychological health in order, reorganizationally and structurally and closely examines every goal of education of psychological health arranged proceeding in all cases from the practice on the basis of seriously defining the controversial concepts, such as psychological diathesis, perfect personality, good individuality, etc.

但目前无论是心理健康教育的理论与实践工作者还是教育行政提出的心理健康教育目标，在落实的过程中，都不同程度地存在一些问题：一是笼统模糊与面面俱到两极分化的问题；二是内涵重复、缺乏对要素进行内在整合的问题；三是概念不统一、层次混乱的问题；四是不能从心理健康教育实际出发，出现目标定位不准的问题。
