On the basis of analyzing and evaluating civil product industry status quo,using fezzy set, the paper analyzes and determinds that RYR Institute shold take high-tech product ,self-control technology ,detecting technology electronic device for automobile ,as well as military initiating technology as prop industry of its civil product competition in order to provide plunge point for the development of its civil product industry .Then ,it analyzes the key competitive force of the civil product corperation of the institute ,set up C2R and C2GS2 models used in technical progress DEA analysis ,fmds the relation between scale benefit .and production administration .Through the analyzing of competitive core force ,it indicates that the cause resulting in low benefit of military enterprises is stagnancy of human resource exploitation .The key for the realization of advance by leaps and bounds of civil product work of RYR Institute is personnel excitation mechanism.

论文在对民品产业现状分析与评价的基础上，应用模糊聚类法分析并确定了以高技术产品、自控技术、探测技术、汽车电器及军工传爆技术作为RYR所民品竞争的支柱产业，为RYR所民品产业的发展提供切入点，在此基础上分析了RYR所民品公司的核心竞争力，建立了技术进步DEA分析的C~2R模型和C~2GS~2模型，找出了RYR所规模效益与生产组织管理方面的关系，通过对核心竞争力的分析，挑明了军工企业效益低下的主要原因是人力资源开发滞后，要实现RYR所民品工作的突飞猛进，建立有效的人才激励机制是关键。

Aiming at the agricultural products,this paper analyses the maximum benefit of logistics outsourcing qualitatively through the Gane Theory and principal-agent relationship between the contractors and providers to achieve a win-win situation.Then it analyses the benefit of logistics outsourcing quantitatively from providers'angleg and the enormous social benefit from the angle of the construction of new rural.Finally it discusses the problem of the agricultural products logistics outsourcing further and proposes some corresponding countermeasures.

本文以农产品为研究对象，通过物流外包方与物流服务商之间的博弈论和委托—代理关系的讨论，就如何实现双方共赢，对物流外包的效益最大化进行了定量分析；从物流外包需求者的角度对实施农产品物流外包的效益进行了定性分析；从新农村建设的角度分析了它带来的巨大社会效益，最后进一步探讨了实施农产品物流外包存在的问题并提出了相应对策。
