在这一章，笔者主要抓住我国政府职能的现存问题，从调整政府与企业、政府与市场、政府与社会的关系以及中央政府与地方政府的关系入手，指出实现有限强势政府职能模式的途径包括政府职能的分化、强化和创新。

The government-oriented land reserve model has achieved some good results, but it is still going under way and some problems do exist, which can be listed as follows: 1 The legal rights of the people whose land has been purchased may be infringed upon because of the government's monopoly over the land purchase price; 2 Aimed at increasing land remise income, the local government reduces land supply for the purpose of raising land price, which arouses people's suspicion upon land reserve system. 3 The government-oriented land reserve model needs large funds and it is difficult to meet the demand for funds mainly by bank loans, which results in more risks in the operation of land reserse funds.

在肯定成效的同时，还应看到政府主导型土地储备模式还处在发展初期，实际工作中也遇到了一些问题：一是要求所有进入城市流转的土地必须由政府统一收购，容易引起地方政府利用垄断权利，压低土地收购价格，侵犯土地被收购者的合法权益；二是政府牢牢掌握城市土地供应的主动权，一切土地经由政府垄断供应，但由于土地供应与地方财政收入密切相关，为增加土地出让收益，地方政府采用"饥饿供地法"来达到提高土地价格的目的，引起了人们对土地储备制度的怀疑；三是政府主导型土地储备模式需要巨额资金加以支持，但以银行贷款为主的融资方式难以满足其资金需求，增加了土地储备资金运行的风险。

Author puts forward a new concept about regional administrative action for the first time, and analyzes primary seeking of interest that could be inter factor as choice of act through interest analysis way. The result indicates that the seeking self-concern of local government's officials combine the political interest and economic interest faultlessly. There are contorted regional administrative actions by those seeking in Chinese actual state. In order to limit the seeking self-concern of local government's officials, it is necessary to use institutional balance, the fruition of human political experience and existent kingdom, to rectify the regional administrative of local government from the aspect of perfect system.

本文提出区际行政行为的研究，运用利益分析的方法，通过对作为行为选择内因的主体利益追求进行了深入的分析，认为地方政府官员的自利追求，体现了地方政府所追求的政治收益与经济收益的完美结合，在中国现有的制度环境下，催生了扭曲的区际行政行为，从制度完善入手，运用制度制衡这一人类政治经验与生存智慧的结晶，变功利主义的政府行为模式为契约式的行为模式，在宪政制度的责任政府中培养前瞻式的政府管理新理念，从而促进区际政府间合作，矫正地方政府扭曲的区际行政行为。

This chapter, by using the theory of public interests of the government control, control-capture theory, the theoretical model of the government control, the minimum government control theory construed the basic contents covered by the government control, and discussed the interactivity and the nonnegligible effects of the government control and the industrial development model. Theses theories provide the convictive constructions to some practical economic problems that cannot be satisfactorily constructed by the traditional economic theories. Thus it makes possible for us to look on the reasons for control rules formulated by the government and some other institutional problems in the industrial evolvement, and analyze the costs of the government control and the restrictive factors and significances of the institutional changes whereof in a never-before-used angle.

第二章分别从政府管制的公共利益论、管制俘获理论、政府管制的理论模型、最小政府管制理论等方面解释了政府管制所涵盖的基本内容，探讨了政府管制与产业发展模式之间的的相互关联和不可忽视的影响，这些理论对许多传统的经济理论难于很好地解释的经济现实问题给予了具有说服力的解释，使我们能够以新的视角来看待产业演进中由政府建立管制规则的理由和其他一些制度问题，分析政府管制的成本及其制度变革的制约因素和意义。

To fulfil the"setting up market regulations"function, the government usually applies legal means, administrative means and preceptoral means; to fulfil the"adjusting distribution of incomes"function, the government mainly employs legal means and economic means, while occasionally uses political means and administrative means when necessary; to fulfil the "maintaining macro economic stability"function, the government mainly makes use of economic means and administrative means though legal means also can not be ignored; when the"coordinating external economic relations"function is carried out, the role of political means is very prominent, the effect of administrative means is very outstanding while the ability of economic means is relatively limited.

其意义主要表现在：（1）严格科学的绩效评估能够造就高效的政府，高效的政府才更与市场经济相合；（2）严格科学的绩效评估能够将控制政府行为过程的权力客观化，从而有利于提高政府工作的效率；（3）严格科学的绩效评估能够预先设定政府管理经济行为的方向，从而有利于保证政府政策制定的科学性；（4）严格科学的绩效评估体系能够不断纠正政府经济职能执行过程中的偏差，从而有利于保证政策实施过程的正确性。
