The major findings are:⑴During the intelligence test for the three groups of students, for half of the students or most of the students their scores on the all-including scale, the language scale and the performance scale all increased to various degrees;⑵From the analysis of the relationship between intelligence and reaction time, it is found that the result of this study confirms the existing views that there is a negative correlation between intelligence and reaction time, and the negative correlation is more evident when it is choice reaction time;⑶Different motor skills have different influences upon children with lower intelligence. Though the difference is not large, the average increasing percentages in the sample T tests for the three groups before and after the experiment show that the effect of open motor skill is the best, that of the synthetic motor skill or the open-closed is the better, and that there isn't a marked change in the closed motor skill trainees;⑷While analyzing the result of the experiment, it is found that the scores on the performance scale are higher than the scores on the language scale, especially in the open motor skill group, which tells us that the intelligence improving effect of physical training is realized to a greater extent through increasing their performance abililty.

研究结果显示：⑴相对于实验前测试结果，三个实验组学生的智力水平在实验后测试中不论是在全量表得分还是在语言量表、操作量表得分方面均得到了不同程度的提高；⑵从智力与反应时的相关分析可看出，本研究结果进一步验证了前人观点，即智力与反应时有显著的负相关，特别是与选择反应时有很强的负相关性；⑶不同运动技能对智力落后学生智力影响不同，虽然实验后各组间没有显著性差异，但经各组实验前后配对样本T检验及实验前后各项分数均值提高百分率可看出，开放式运动技能组实验效果最好，综合运动技能组次之，闭锁式运动技能组实验前后在智力测验量表得分上无显著性变化；⑷各组实验前后的操作量表分比言语量表分提高幅度更大，开放式运动技能组表现得尤其显著，这表明了体育活动对改善智力落后学生的智力水平，很大程度上是通过提高他们的操作能力来实现的。

研究还认为当粮棉比价达到棉农乐意植棉的程度时，适当提高粮食价格(提高到1.2元·kg 1)和皮棉价格(提高到14.1元·kg 1)，将有助于农户整体效益的提高、农业科技改新和农业投入强度，有利于农村经济可持续发展。

The leaf WUE of millet was increased when root cutting in seedling stage,and only the treatment of I2D of maize increased the leaf WUE; The biomass WUE of millet and maize were increased excepting the root cutting treatments of "TM" and "sl"; At the 80% field capacity, when the root was cutted more seriously and more later,the seed yield WUE of millet were dropped; While at the 50% field capacity, the seed yield WUE of millet was increased when the root cutting is moderate in prophase,and have no reduction of output or increase the production at the same time ,while the benefit of saving water didnt evidently at the later stage root cutting.

苗期伤根处理能够提高谷子叶片WUE，而玉米伤根后仅I2D处理的单叶WUE高于对照；除TM和sl处理外，伤根处理提高了谷子和玉米生物量WUE；在土壤含水量为80%田间持水量时，随着伤根程度的加剧和伤根时间的后移，谷子子粒产量WUE下降，伤根不利于谷子WUE的提高；而在50%田间持水量时，前期伤根量适度的处理在不减产甚至增产的情况下还有助于作物子粒产量WUE的提高，而后期伤根的节水效果并不明显。

This paper endogens carbon tax and subsidy two variables, discussing how to decide the optimal level of carbon tax and subsidy. The results of the research are obtained as the following:(1) price and capital subsidy which one is priority depend on the productivity of renewable energy capital, if productivity is high enough, then should adopt capital subsidy policy;(2) price and capital subsidy indeed exist trade-off and non-independent relationship;(3) renewable energy regulation ratio has negative effect on carbon tax, however has positive effect on price subsidy;(4) green certificate price increase will result in decrease carbon tax and price subsidy, but increase capital subsidy;(5) if the authority loose the environmental target, then should impose high carbon tax which maintains the environmental quality, but have ambiguous effect on subsidy policy;(6) increasing stability of renewable energy, then increase price subsidy, however, under budget constraint should decrease capital subsidy;(7) analyzing Taiwan's three wind power energy with different price subsidy, which can improve the technology of wind power energy. In another word, it can raise the capacity of wind power energy and reach the goal of renewable energy.

本文考量政府预算限制下，探讨最适碳税税率与补贴率订定之问题，获得如下发现：(1)发电量补贴与资本补贴对促进再生能源发展效果不一样，决定於再生能源资本的生产力，如果资本生产力足够高，则发电量补贴效果较佳；反之，则应优先采行资本补贴措施；(2)发电量补贴与资本补贴的确存在抵换而非独立关系，亦即在政府预算限制下，为促进再生能源发展，应将种种补贴措施整合考量，以最低行政成本达到再生能源发展目标；(3)再生能源管制配比与碳税税率及资本补贴率呈反向变化关系；而与发电量补贴呈正向关系；(4)绿色权证交易制度具促进再生能源管制目标达到之奖励效果，因此，绿色权证价格提高可降低发电量补贴及碳税税率，降低碳税对经济不利冲击效果；(5)政府如果采行较宽松环境目标，宜提高碳税税率，避免环境品质进一步恶化，然而，对发电量或资本补贴之影响效果不确定；(6)再生能源发电效率愈高，则应提高再生能源发电补贴，在预算限制下，应降低再生能源资本补贴；(7)透过台湾三座风力机组的实证分析，采取差异性发电量补贴，将可诱导较高效率风力机组的投资行为，提高整体风力发电效率，达到再生能源发展之目标。
