Based on the findings and some advanced experience from developed countries, this paper gives out some policy advice. For instance, the central government should set the elementary education fiscal investment as a fixed proportion to local GDP; the provinces with population outflow should get some inter-governmental grants to encourage the development of local elementary education. In the trend of fiscal decentralization, this paper is trying to figure out a trade off between the efficiency and the fairness of elementary education.

在此基础上，本文通过借鉴发达国家对于基础教育财政投入的经验，提出了设定基础教育财政占地方GDP的比例，根据人口流动特征对人口流出省进行基础教育经费补贴等政策性建议，以期能够探索性地提出一些政策思路，力图在教育财政分权的过程中，在基础教育的办学效率和公平之间找到一种更为有效的平衡。

The analyzing result reveals that the normal motion behavior of stator surface points is not pure planar elliptic, which breaks the concept of elliptic motion usually assumed by many researchers. On basis of these analyses, the criteria of vibration mode select and optimal design are presented for simple-free and free-free supported stators.

Dynamic Analysis with Pragmatic Factors In this part, the sentence pattern system of Modern Chinese is formed on the basis of the Endocentric Structure Model, the former, as well as the latter, is a static system, and it acts like the function of typical phoneme in phonology.

并且还提出了现代汉语一个具有普遍意义的结构模式：向心结构模式，它与我们提出的语义"有向交"理论相吻合。通过语义、句法的讨论，本文建立起了一个以短语结构为基础的静态的句法模型，称为典型句法模式，即一种特殊的句子变体，使之成为下一步动态分析的坐标。 2）结合语用因素的动态分析。

This thesis contains five chapters. Chapter 1 introduces the cause, purpose and value of the thesis and the problems that affect the existence of the east-and-west-facing residence. Chapter 2 analyzes the affecting factors of the facing of residence including the thermo-comfortability, the spiritual and mental state and the ecological environment etc. Chapter 3 analyzes the specific circumstances, under which the east-and-west-facing residence is practicable. For example, in order to enjoy the view, to make good use of the land and to form the endocentric residential area, we can choose the east-and-west-facing residence. Chapter 4 puts forward some measurements, including the planning design, the architecture design and the constitution design, to make the east-and-west-facing residence hot-proof so that we can eliminate the most disadvantageous factor in the south. Chapter 5 gives some examples of the east-and-west-facing residence in the south.

本文分五章，第一章提出本文研究的起因、范围、目的、意义及南方地区东西向住宅存在的问题；第二章分析了影响住宅朝向的各因素(包括热舒适性、精神心理、生态环境等)；第三章分析了东西向住宅在一些特定条件下(如景观、地形地貌、小区内聚围合等)在南方地区的适应性；第四章提出了解决南方地区东西向住宅防热的一系列(规划设计、建筑设计、构造设计等)措施，以解决东西向住宅在南方地区存在的最大障碍；第五章列举了南方地区东西向住宅的一些实例；最后在结语中总结了东西向住宅在南方地区存在的现实意义及实用价值，并展望了住宅建设发展的前景。

Thirdly, it collect the ship mechanical accidents of the main Chinese shipping company ,and then sorts them out as four items: equipmentname, typical trouble, monitoring parameters, consequence; uncovers the internal relation among man,machine,circumstance and management, establishes a relation database between condition monitoring and typical trouble for the engine-room equipments ; refering to the SMSC-2000 marine engine-room simulator in Shanghai Maritime University, it divides the engine-room system into eight subsystems, designs the monitoring interfaces which is marked with the monitoring parameters, detects the running engine-room machine by use of trouble analysis and information syncretizing, and builds up the condition monitoring system of engine-room machines.

其次，对近十几年来的国内主要航运企业中的重大船舶机损事故搜集，按设备名称、典型故障、监测参数和后果进行整理、分析和总结；揭示了船舶机损事故中人、机、环境和管理之间的内在联系：以我院的轮机模拟器SMSC-2000参照，把船舶机舱各设备划分为8大系统，确定了标注有监测参数的各系统简图，并运用信息融合和故障诊断技术对机舱重要设备的运行状态进行监测，建立起机舱设备的运行监测系统。再次，提出了以人、机、环境和管理四大安全要素为评估指标，给出了四者间的权重系数计算方法，提出了线性加权综合模型来最终对机舱设备进行安全评估，得出安全等级，指导船舶管理人员进行管理。

Chapter 2, it brings forward the existing problems of network virtues, elaborates the four immoral netork phenomena, including multi- communication and value lose, electronic opium and network enthrallment, false communication and split personality, analyses the reasons why netizen group are absent from morality, and then put forward the major reason, which lies in netizens themselves.
