The basic idea is that the land property should be based on constitution and be put into the frame of collective ownership, synchronously intensifying the power of management, its corresponding circulation and usufruct; further, amending the ineffective ways of resource allocation in equalization of landownership, establishing centralized mechanism for land circulation, and impelling the land scale and creating the conditions for land to be run as enterprises.

其基本思路是：将土地所有权以宪法规定为基准，将其置于集体所有制框架下，并在此基础上强化土地的农户经营权以及与之相应的收益权与流转权，进而对平均地权的资源配置低效率方式进行修正，构建土地流转的集中机制，推动土地经营的规模化与企业化。

The results indicate that,（1） the current ownership of rural land is integrated by the state and private ownerships, i.e., a special pattern of mixed ownership;（2） agricultural economy has shown the characteristics of modern agriculture, so it is no longer totally small-scale farming economy;（3） privatization has two meanings, i.e., there is no privatization in terms of ownership, however, it is a privatization process in terms of management.

研究结果：（1）现行农村土地制度是一种具有公私相互融合性质和特点的所有制类型，是一种特殊的混合所有制模式；（2）农业经济已经具有了现代农业的许多特点，不完全是小农经济；（3）私有化有一般与特殊两种含义，包括土地流转在内的土地制度变革不存在所有权意义上的私有化，但从经营权看是私有化过程。
