Based on the premise that Law-govern-a-country is positive and that Two-hand-grasp is persistent, this paper deals with the historical tradition of Morality-govern-country Theory,thinking that in the past Long Long history of China rulers always regarded the Morality-govern idea as the guide and regarded the idea as the theme of legal system that morality is dominant but punishment is subdominant.
