A refund of any such duty paid in excess of the actual margin of dumping shall normally take place within 12 months, and in no case more than 18 months, after the date on which a request for a refund, duly supported by evidence, has been made by an importer of the product subject to the anti dumping duty.

对于超过实际倾销幅度、已支付该税款的归还决定通常应当在被征收反倾销税产品的进口商提供了有说服力的证据、提出了归还要求之日后的12个月内作出，无论如何不得超过18个月，被批准的归还通常应在上述规定的90天之内完成。

3 If the definitive anti dumping duty is higher than the provisional duty paid or payable, or the amount estimated for the purpose of the security, the difference shall not be collected.

如果最终反倾销税高于已支付或应支付的临时税，或者预计的担保数额，则其差额不再征收。

2 Provisional measures may take the form of a provisional duty or, preferably, a security by cash deposit or bond equal to the amount of the anti dumping duty provisionally estimated, being not greater than the provisionally estimated margin of dumping.
