The 2003-2007 Action Plan for Developing Education brought forward that higher vocational education is to cultivate high skilled talents,which is different from the former cognition,and perhaps take along some negative impacts: make the cultivation of technical talents go by the board;don't contribute to the optimization of vocational education system;result in difficulties for the linkage among different educational level;result in the employment conflict between secondary vocational education graduates and higher vocational education graduates.
