During the prorogation of the people's congress, the standing committee may appoint or dismiss few deputy directors and some members of a special committee, the nomination concerned shall be made at the director's meeting and shall be approved at the meeting of the standing committee.

在大会闭会期间，常务委员会可以任免专门委员会的个别副主任委员和部分委员，由主任会议提名，常务委员会会议通过。

Article 21 The SCMPC shall establish the system of the day for representatives to receive people's visits, and hear people's suggestions, criticisms and opinions on the work of the SCMPC, the Municipal People's Government, the Municipal Intermediate People's Court and the Municipal People's Procuratorate.

第十五条县级以上地方各级政府编制本级预算、决算草案；向本级人民代表大会作关于本级总预算草案的报告；将下一级政府报送备案的预算汇总后报本级人民代表大会常务委员会备案；组织本级总预算的执行；决定本级预算预备费的动用；编制本级预算的调整方案；监督本级各部门和下级政府的预算执行；改变或者撤销本级各部门和下级政府关于预算、决算的不适当的决定、命令；向本级人民代表大会、本级人民代表大会常务委员会报告本级总预算的执行情况。

The State Council shall submit the bill of suggestions for adjustment to the Standing Committee of the NPC one month prior to the session with the exclusion of special occasions.
