根据掘进工作面附近暴露煤体的&三区&分布规律及其与延时突出的关系；提出先采用钻孔抽放石门突出煤层瓦斯等措施分阶段释放煤与瓦斯突出动力源；再用注液冻结技术增强揭开煤体的强度、增加集中应力区和卸压区的长度来防止被揭开煤体发生流变而导致延时突出的防突技术；以及在揭煤后采取迅速支护防止空顶和冒落等防治措施。
