本文在对全球范围内政府部门公众满意度评价的背景和当前我国的发展现状进行总体阐述的基础上，概括性地介绍并分析了当前世界上较为先进的公众满意度评价理论，并通过对英、美两国政府部门公众满意度评价工作的实现途径和我国政府开展公众满意度评价工作的主要障碍进行深入分析，总结经验、大胆创新，认为转变政府官员和公众的意识观念、确立公众满意度评价的法律地位、创立适合我国国情的公众满意度评价体系（包括宽泛的评价主体、新型的评价指标体系和独特的评价方法）以及发展电子政府才是我国政府部门走出困境、更快更好发展的有效途径。
