Upon the implementation of the General Rules Governing Enterprise Financial Affairs, as for an enterprise in the status of ordinary production and operation and in the situation of continuing the execution of the policy of payment under performance system, the balance of the accrued payroll resulted from the execution of the policy of payment under performance system up to December 31, 2007 shall be managed continuously as debt, and shall be mainly used for the annual salary distribution of the following years according to the principle of "gain for loss", and shall not be converted as undistributed profit, surplus reserves and capital reserves, so that the consistency of the state payment under performance system may be maintained.

《企业财务通则》施行后，处于正常生产经营情况的企业，在继续实施工效挂钩政策均条件下，截至2007年12月31日因实施工效挂钩政策形成的应付工资结余，应当继续作为负债管理，主要用于以后年度工资分配的"以丰补歉"，不能转增未分配利润、盈余公积、资本公积，以维护国家工效挂钩政策的一致性。

The present WTO agreements consist of approximately 150 articles related to special and differential treatment, and these articles fall roughly into three categories'.(1) articles aimed at giving more trading opportunities to developing members;(2) articles demanded a guaranty of developing countries' interests;(3) a kind of flexibility applied to developing countries in promise-making, action-taking and policy-implementation;(4) to permit developing countries to have a more flexible time-table;(5) to provide technical assistance and capability building-up to developing countries;(6) to exercise a more favorable treatment to the least developed countries.

Mainly, the article divides into six contents: system development background and method of exploitation, demand analysis, system analysis, system design, system implementation and conclusion. In demand analysis, has established first with the example model, and comes the detailed description through the active chart to use the example. This study analysised the condition of Xinjiang's petroleum resource and made an evaluation and it points out that the development of petroleum and natural gas of Xinjiang is still in the developing period in which it aims at discovering the petrol field and increasing its reserves.Although it has a great exploring potential,because of its geograghy limitation and a lack of exploring funds,the exploring level is till low,even lower than the everage level of the whole country. The study is based on theories of industry distributions,its concentration,macroscopic analysis,government regulations and continuing development.From microcosmic and macroscopic aspects,it scientifically and systematically analyses the problems in the development of petroleum industry in Xinjiang.It points that the developments of middle and upper reaches lack a balance and have no rational industry structures.So it is hard to form an integral industry chains.Moreover,the upper reach covers a too much large proportion in the development,so it can not give a strong impetus to other industries.Based it,the paper points the industrial concentration of Petroleum Chemical Products Manufacture of Xinjiang should be enhanced and Input to Petroleum Chemical Products Manufacture of Xinjiang should be increased.Due to a lack of an established fair and competitive market and government's perfect laws and regulations on petroleum industry,it points that the phenomenon of mixed operation has become common in monolopied business and competitive business,so the systems of petroleum industry needs to be restructured.It states clearly that the country should take the development and benefits of Xinjiang's economy into consideration when making strategies for petroleum development .Besides,the allocation of profits between the center and the local should be well arranged so that we can guarantee the profits of Xinjiang ,considered as a resource area.It also reveals that we should not only overcome limitations of resources,environment,economy and technology on continuring development,but also we should deal with some realistic problems well.For instance,contradictions between the concept of limited resource and continuing development,the relationship between petroleum industry's own features and continuing development,the contradictions between the limits on supply of petroleum and the need of future development of continuing resource ,outdated petroleum technology and the need of advanced technology for continuing development,tremendous damages to environment and requirements of environment protection for continuing development and Xinjiang continuing economic development,outdated policy of industry and continuing development,the relationship between continuing development of Xinjiang petroleum industry and continuing economic development of Xinjiang.

本研究以产业布局理论、产业集中度理论、灰关联分析理论、政府规制理论、可持续发展理论为依据，从微观、宏观两个层面，科学、系统、全面地分析新疆石油产业的发展问题，指出：新疆石油天然气目前仍处于油气田发现和增储的主要发展阶段，开发潜力巨大，但由于地质原因及勘探投入的不足，石油天然气探明程度偏低，低于全国平均水平；新疆石油产业产业结构布局不合理、上中下游发展不平衡，难以形成完整的产业链条，对工业的带动力与其本身具有的经济总量很不匹配；新疆石油开采业和石油加工业属于高度寡头垄断的市场类型，新疆石油化工业属于竞争型的市场结构，要想石油产业对新疆经济有较强的带动作用，新疆石油化工业必须上升到一定的层次和规模，在提高规模的基础上，提高新疆化工业的产业集中度；新疆石油加工业和化工业与农业呈现较高的关联度，加大对石油加工业和化工业的投入，对新疆经济的协调发展有着深远的影响；政府要从石油产业本质特征和发展趋势为着眼点，实施规制改革，分开政府规制政策的制定部门和监管部门职能，建立健全石油产业法律法规体系，对垄断性业务和竞争性业务实施分类规制；国家石油发展战略的制定应兼顾新疆区域经济的发展和利益，应切实处理好新疆与中央的利益分配，切实保证新疆作为资源产区合理的资源收益；新疆石油产业要想得以可持续发展，不仅要克服影响可持续发展的资源、环境、经济和技术等客观因素，还要处理好观念、需求、政策等诸多主观因素。

However, during the practice of carrying the new rural cooperative medical service system, first we must solve these issues, such as: the ambiguousness of the attribute, the fuzziness of target location, the high cost and much difficulty of propaganda, the weak sense of peasants' heath care and shared risk, the weak administrative capacity of medical institutions, the worrying of doctor-patient moral standards, the lag of legislation, the low service level of designated medical institutions, the lack of operability in fund raises system and the weak responsibility consciousness of the government.

尽管我们在理论上能够阐明实施新型农村合作医疗制度的意义、试点的目标和要求、资金筹集和监管机制、医疗管理能力建设要求、完善农村卫生服务体系目标，但是在实施新型农村合作医疗制度的实践中，我们却必须要首先解决诸如属性不明确、目标定位模糊、宣传推动成本高、难度大、农民健康保健及风险共担意识淡薄、医疗机构行政管理能力较弱、对医患双方道德水准的担忧、立法工作滞后、定点医疗机构服务水平较低、筹资机制缺乏可操作性、政府责任意识不强等因素的制约。

In view of this, this paper attempts to take the overall situation of the port industry in our country as the background, Xigang northern zones anear oceans as the target, the SWOT as the analytic method, the analysis for the internal and external environment of Xigang northern zones anear oceans as the basis, in order to propose a comprehensive and systematic Xigang maritime economic zone development strategy.

Four basic processes are analyzed in detail in network security decision,which are the base of NSDSS security decision. Then, developing strategies and methods are analyzed according to the objective and task of the system. Antetype method with RAD speciality is chosen to lead the developing process of the system. The structure of "Four-Base and Seven-System" of NSDSS is decided, based on which, the Function and Structure of Man-Machine Conversation system, General Management system, Data Base system, Model and Method Base system, knowledge base system, Causing and solving problems system are discussed. The basic theories and methods of each part are discussed. In the designing process of Model Base System, detailed analysis is given to the models of prediction, evaluation and management in the course of security decision. Moreover, basic process and method are discussed on question generation and solution. Then, detailed explanation is provided on the integration and implement of the system. After that, it is suggested that implement of the system should be carried through the process of the system.

论文首先对NSDSS涉及到的相关知识进行了讨论，详细分析了网络安全决策中的四个基本过程，这是NSDSS进行安全决策的基础；随后依据系统的目标和任务，对系统的开发策略和方法进行了分析，选择具有RAD能力的原型法指导整个系统的开发过程；确定了NSDSS"四库七系统"的整体结构；在此基础上，分别探讨了人机对话系统、通用管理系统、数据库系统、模型库和方法库系统、知识库系统、问题生成和求解系统的功能和结构，对各部件的基本原理和实现方法进行了论述；在模型库系统的设计过程中，对安全决策过程中运用到的安全预测、安全评估、安全管理等模型进行了详细的分析；仔细探讨了问题生成和求解的基本过程和方法；较为详细地阐述了系统集成和实施的有关问题，面向系统的成功实现，提出了将系统实施贯串于整个系统开发过程中的思想。
