During the planning process, the CATT discussed the future development of Tamsui Township not only with local culture organizations, but also with community residents. Meanwhile, the team also pushed the county and township government to start a sequence of real projects renovating the living space, for example, as the planning project of bikeway along Tamsui river bank, the rebuilt project of Shih-Cyue Do-Tou public toilets, and the renovation project of plaza and market in front of Fu-You Temple. In 1994, CATT proceeded with historical space renovation plan among cultural heritage in both Tamsui and Hsin-Kang, Chiayi County followed by the "Community Empowerment Plan" from Council for Cultural Affairs, Taiwan.

在规划过程中不仅与淡水在地的文化团体及社区居民共同讨论市镇未来的发展方向，同时也促成县政府与镇公所开始进行生活空间的实际改造工程（如，淡水河岸自行车道规划设计、屎礐渡头公厕改建案与福佑宫前庙埕与市场改建案）。1994年，参与行政院文化建设委员会的社区总体营造计画，推动了淡水和嘉义新港两地的传统文化建筑空间改造计划。
