全文主体架构共分6大章节：第1章为引言，对论文选题背景、选题价值与意义及国外内研究现状进行了综合提炼与概括；第2章，对责任和责任政府相关概念的内涵进行了科学界定，并阐述了构建责任政府的必要性和现实意义：第3章，对行政问责制的内涵进行了科学解构，概括了行政问责制的政治功能及其基本原则，并对行政问责制与建立责任政府的逻辑关系进行了科学分析；第4章，借鉴了西方国家行政问责制度及我国香港地区高官问责制的成功经验，以期对我国行政问责制度建设能有所裨益；第5章，对我国现行行政问责制度实施状况进行了客观分析，指出了在制度建设过程中暴露出来的一系列问题和不完善之处，并对产生这些问题的原因从传统政治文化生态及制度因素层面两个视角进行了系统分析；第6章，对健全和完善我国行政问责制度进行了尝试性的对策分析与探讨，分别从完善行政问责环境、重塑行政问责文化，加大异体问责的力度，加强行政问责制配套制度建设及行政问责制立法等角度提出了完善的措施和途径。

We construct a family of iterative mappings, which yield cyclic windows of variant size in the dynamical plane by incorporating cosine functions and non-linear angle variables with parameters. 今天和一群人看了加勒比海盗2，天哪，那个盗版DVD翻译的字幕实在太差了。害得我剧情都没有理解清楚，只知道大概就是那个"章鱼男"要和主人公们抢一个心脏。其中一位在我身边的观众估计是第1部没有看，居然当最后一幕巴博萨船长出现时，奇怪的问道：这是谁啊？我晕，估计他也懒得补看第一部了。看不懂剧情挺遗憾，不过我无所谓，反正我把这片定义为视觉大餐而已，没想一定要弄懂什么剧情。从全片角度来看看来"加勒比海盗"要走"黑客帝国"、"星球大战"的路线－－第一集试探市场反应，第二集留个悬念，第三集大收尾。整个续集来看，除了又两段搞笑成分较浓的动作戏外，没感觉什么新意了。影片前半部分的那段丛林戏，跟"金刚"几乎是一摸一样。同时看过这两部电影的人不知会作何感想。表演上还算到位，Johnny Deep的表现最为出色，就是暂时不知道最后一集他怎么出场。两部加勒比海盗的配乐都相当出色，颇有"角斗士"的味道。视觉大片而已嘛，不计较太多，看看而已，一笑而过。。。

本论文试图透过自身熟悉的沟通语言─绘本，作为个人对於台北城生活经验的认知书写，以自我个人化的第一人称描述我所见、所感觉到的台北城，同时以「步行的漫游者」作为空间实践的态度，并透过尺度上由大变小的差异角度呈现不同的绘本观点，这样的绘本过程，对於自身是一种深入台北城生活的方式，同时「漫游者」的态度更可以反应一种文化观察的眼光与反思，呈现出两种差异尺度的绘本─巨观与微观，最后将这些图像予以安排成一个观看城市的方法与态度。
