As of the end of July 2001, China had accumulatively approved 378,000 foreign funded enterprises with a contractual value of USD 717.01 billion , of which USD 372.83 billion had been actually paid in.

截至2001年7月底，中国累计批准设立的外商投资企业37.8万家，合同外资金额7170.1亿美元，实际使用外资金额3728.3亿美元。

The afflux amount of FDI presents to increase continuously in the our country,but that is the huge difference that the district distribute in the back of this phenomenon,this difference is due to the adopted district policy of the foreign capital of the our country,this policy has been resulting in negative influence to the development of the our country economy.

截止2004年末，我国累计批准外商投资企业508 941个，合同外资金额10 966.08亿美元，实际使用外资金额5 621.01亿美元①。2002年，我国外商直接投资的流入量达到527.43亿美元，并超过美国，成为2002年全球FDI流入最多的国家。2004年又以606.30亿美元的流入量成为全球最大的FDI接受国。

This report mainly study the effect on the Chinese beverage industry and national producer which is made by the entry of foreign beverage producer, and reason under the opening environment, and made some elementally thinking of the nation enterprises strategies at mean time.

Local or domestic enterprises are the major players in Qingdao's retail market: of the top 12 retail enterprises by revenue and profits in Qingdao in 2008, nine are local or domestic players. In order to keeping the attractiveness for FDI durably, a fast economic development rate is essential for China. Using firm level data of investing contract of foreign company and analyzing the uncertainty of invest environment in China, we study the validity of FDI industrial policy by linking the entry time with the reactions that foreign company responses to this policy.

我们利用外商投资协议的企业层面数据，通过将外商投资企业的进入时间和不同属性外商投资项目对外资产业政策的反应程度相结合，并对我国投资环境的不确定性变化和外资产业政策细节的分析，以此来对我国的外资产业政策的有效性进行研究。

最后提出应通过逐步规范外资政策，积极改善投资环境，优化利用外资结构、拓展引进外资方式，建设引资带和产业链、形成集聚效应以及鼓励外资并购改造国有企业来优化西安市引进外商直接投资的政策建议。
