最后，本文结合我国的基本国情，提出我国农民工社会保障的八项具体措施，第一是低标准、广覆盖、多层次、有区别；第二是建立有别于城镇居民的现代农民工的养老保险保障制度；第三是建立的社会保障体系要使得农民工愿意而且有能力参与；第四是加强城镇企业监管力度，实现用工登记制度，保障农民工利益；第五是国家扶持、培育新的市场主体——建立农民工所有的企业，进行农民工自己保障自己；第六是重新认识土地保障割断农民工与小生产联系，实行大范围统筹，减少农民工农业收入风险，保障农民工基本生活，构筑当前我国农民工第一道社会保障线；第七是农民工保障立法；第八是建立农民工工会，为争取农民工的社会保障权采取统一行动。
