After introducing particularly the technology route of land grading and appraisal, the author use VB as programming language, Acess data base management which manages attribute data, make ArcGIS as platform to manages spatial data, using OLE Automation and ComGIS, taking a part of land price inquisitional data of Hefei in 2006, in order to carry on the total design and main function implement of land grading information system.

在详细介绍城镇土地定级的技术路线基础上，利用OLE Automation技术、COM组件技术，以VB为开发语言，非空间数据采用Acess数据库管理，空间数据分析以ArcGIS为平台，以合肥市2006年土地价格调查的部分资料为例，进行城镇土地定级系统的总体设计及主要功能的实现。

This article first analyses the drawbacks in the pattern of collective land ownership in China's rural areas regarding to its subject, object, rights and management, and then proposes some constructive suggestions.

本文试图从农村集体土地所有权的主体、客体、权能以及管理的现状，分析我国现行农村土地所有权存在的问题，并同时提出自己的一些完善见解和建议，以期能对完善我国集体土地所有权制度有所助益。
