From 1949 people's republic of China fought for its national identity,but not until before 90's they managed to gain a title zhonghua minzu.in the first decades China tried to establish multinational country,although the communist party wanted a country of one nation.so therefore,the process of establishing a country was kind of parallel with chinese language politics.according to above mentioned,chinese politics was directed to Han nationality,while minority language politics was useful by making minority nation.because of constant conflict between integration and accomodation inside communist party for making a stable country,it often lead to some troubles and misunderstandings in theory in praxis of chinese language politics.

The overall development of tourism diplomacy has brought about benefits and merits in many fields: first is contributing the nation's economy with bordering area getting more prosperous, and with the ability of foreign investment introduction improved, etc., second is showing the naiton's good image including powerful image, civilized image, friendship image and security image, etc., third is improving the outside environment of the nation, such as attracting the worldwide attention, raising up the international position of its people, upgrading the financial services internationally, and making practical Chinese language much more international, etc., fourth is transmitting national culture into the world, for example, doing more promotional activities and strengthening protectional measures on it, etc., fifth is solidifying the sino-foreign civilian friendships, including better mutual understandings between various peoples and cultural exchanges between different regions and countries.

旅游外交的全面发展为国家带来诸多方面的利益和优势：一是壮大国家的经济实力，比如说：繁荣边疆地区经济、提升对外引资能力等；二是展示国家美好形象，包括实力形象、文明形象、友好形象、安全形象等；三是改善国家外部环境，具体体现为：引起广泛的国际关注、提高国人的国际地位、提升金融服务的国际水平、促进实用汉语的国家化等；四是传播民族文化，例如：扩大民族文化的对外宣传、加强民族文化的合理利用与保护等；五是加强中外民间友好，比如说：增进不同民族和人民之间的相互了解，扩大不同国家和地域之间的文化交流等。

As an experiential mode, Consociational Democracy points to four European countries (Austria, Belgium, Holland, Switzerland) and other developing countries(Luxemburg, Lebanon, Malaysia, etc) in some period in history. As an normative mode, it provides new norm for The Third World Countries. Its applicability depends on many favorable, unfavorable and uncertain factors.

作为一种经验模式，结盟民主主要是指奥地利、比利时、荷兰、瑞士四个欧洲国家以及卢森堡、黎巴嫩、马来西亚等发展中国家，且这些国家都有特定历史时段的限定；作为一种规范模式，结盟民主为第三世界发展中国家的政治发展提供了新的可供参考的模式，结盟民主在第三世界国家的适用性取决于多种有利、不利的乃至不确定性的因素。

Because of the power incommensurateness between the state and the society in the present stage of China,the power of the state is predominated absolutely over that of the society,the author of this paper suggest that the state get out of the grass-roots society.

基于我国现阶段国家与社会力量的极不相称，国家的力量几乎统合了一切，而民间社会的力量没有充分发挥出来，尽管&国家&可以在&社会&中，但笔者认为我国民间社会中&国家&含量仍占过多比重。

At last,concentrating on thetwo main sovereign countries—the specific situation of developed countries anddeveloping countries,it analyzes and points out that the existence of nationalsovereignty plays an important role in upholding people's interests in the countries ofthese two kinds,which illustrates that the sovereign existence has the rationality inreality.

最后，针对全球化时代两种主要主权国家——发达国家与发展中国家的具体情况，分析指出国家主权的存在对于维护这两类国家人民利益都十分重要，可见主权存在是有现实合理性的。

But the imperfects mentioned abovecouldn't be reasons to deny jury system applied in our country:first,at present time,jurysystem didn't tend to decline which mentioned by some scholars both in civil lawcountries and Anglo-American law countries,but has different development roadrespectively.The overall development tendency of jury system in other modern countriesis good which is valuable for us to use for reference;second,civil law countries havesimilar cultural soil with us,the overall development tendency of jury system in civil lawcountries is good which is valuable for us to use for reference;third,jury system in civillaw countries doesn't influence procedural efficiency,but lift procedural efficiency lot.

但上述不尽人意之处并不能成为否认我国采行陪审制的理由：首先，目前，陪审制度无论是在大陆法系国家还是在英美法系国家，并不是如有些学者所言呈现衰退的趋势，而是各有不同的发展道路；其次，大陆法系国家与我们有相似的文化土壤，陪审制在大陆法系国家中整体发展趋势是良好的，这一点值得我们借鉴；再次，大陆法系国家的参审制不但不会影响诉讼效率，相反倒是可以大幅度提高诉讼效率。
