最后，本文结合我国的基本国情，提出我国农民工社会保障的八项具体措施，第一是低标准、广覆盖、多层次、有区别；第二是建立有别于城镇居民的现代农民工的养老保险保障制度；第三是建立的社会保障体系要使得农民工愿意而且有能力参与；第四是加强城镇企业监管力度，实现用工登记制度，保障农民工利益；第五是国家扶持、培育新的市场主体——建立农民工所有的企业，进行农民工自己保障自己；第六是重新认识土地保障割断农民工与小生产联系，实行大范围统筹，减少农民工农业收入风险，保障农民工基本生活，构筑当前我国农民工第一道社会保障线；第七是农民工保障立法；第八是建立农民工工会，为争取农民工的社会保障权采取统一行动。

To deal with various risks in the production of space,local governments have to cease the monopolization in land requisition and expropriation,and establish the balance of interests between correlative groups and national institutions in the circulation of lands.To deal with risks in the games of new society,local governments must adjust the systems and policies concerned,and avoid just scratching the surface of a problem.To deal with risks in reallocation of social resources and social administration concerned with policy output,many local governments already have material condition to effectively break them,and the key is to improve their administerial skills in policy making and implementation.To deal with risks in vicious competition between city governments in urbanization,which are actually the manifest of malfunction of market mechanism,local governments must put the centralization mechanism into full play,and strengthen the social check and balance mechanism,in order to effectively regulate market mechanism and realize the organic interactions between social units,democracy,and market.

In the first part, the thesis mainly checks the concept of urban and rural dual structure, manages to give it a philosophic, definition and then lists various conducts of the contradiction. It also analyzes the subjective and objective reasons that cause the Chinese urban and rural contradiction, and dissect the contradiction抯 feature, history, current situation and influence. This part means to explain that China is a prototypic developing country with Chinese characteristic urban and rural dual structure co!~tradiction. The incisive contradiction exists mainly in seriously backward countryside. In the fields of economy, politics, culture etc, it badly affects and restrains our economy and society抯 sustained, rapid and coordinated development manifoldly and omnibearingly.

Underlain by these studies, several representative BI products from well-known IT software providers are investigated, and the status quo of BI"s application inside and outside China is summerized. Then based on the author"s practical experience in a large stated-owned enterprise, the implementation of BI in this enterprise is researched and its internal mechanism is analyzed and evaluated, moreover, some coding experiments of an explorative system that aims at the implementation of relation rules mining functions are conducted. Finally, the problems from the BIs application in China are discussed and some corresponding strategies are proposed.
