Firstly,traditionally despotic culture blocked the democratic process.Secondly,people still were despotically ruled by warlords.Thirdly,democratic theory was lack of the constructive ideas.Forthly,capitalism democracy was limited.

究其原因，是因为第一，传统专制文化阻碍民主的进程；第二，人们仍然生活在军阀专制统治下；第三，陈独秀等人的民主理论&破&多&立&少；第四，资本主义民主自身的局限。
