In this thesis, starting with analysis of the current status of the Chinese adult education, in this field, the questions urgently settled has been introspected and concluded, and the development of characteristic and experience on Britannic, Germanic, stateside, and so on, adult education have been investigated, on the basis of which, foundation of the sustained development mode of the Chinese adult education that needs accommodate times development has been considered and studied combining the theory with the practice.

本文从分析中国成人教育现状入手，反思和归纳了当前我国成人教育领域内急需解决的问题，在考察和研究英国、德国、美国等国成人教育管理模式和运行机制的发展特点和经验基础上，就建立适应时代发展需要的中国成人教育可持续发展模式进行了策略式的思考。

In some areas, the school authority gives less significance to the subject reformation including arts. There are a lot of problems existing not only in limited class frequency, teaching resources and latest information, but also in poor salary, low rank of teaching faculty, low scientific and research level of art and new course training have not received a good result. Under this circumstance, the development of basic art education has been badly affected, and at the same time, the quality of human's foil and harmonious development has been destroyed.

由于甘肃经济条件的制约以及长期以来形成的教育观念的问题，在基础美术教育阶段，有些地区学校领导对课程改革和美术学科其重要性认识不够，美术开课率不足、不齐、美术教学资源缺乏、美术教育信息闭塞、美术教师待遇、职称落后，美术科研水平偏低，美术新课程培训形式化，这使得美术教师的教学信念不强，工作热情减低，学生学习的积极性也不够，这些问题的存在严重影响了甘肃省基础美术教育可持续发展，影响了人的全面和谐发展的素质教育要求。

On the one hand, it has brought about some favorable opportunities for the ideological and political education. For instance, the abundance of information offered by the information society has provided adequate educational resources; the swiftness, openness and interrelatedness of the modern information technology has widened the educational space, improved the channels for the acquisition of information.

The author thinks that currently there are problems about migrant children education so as matriculate right, education chance, the unbalance of educational resource, the restriction of city and countryside, the restriction of legal system factor, the restriction of administration, the restrict factors of performability of nation policy, and so on.

作者认为当前农民工子女受教育主要存在如下问题：入学权利、教育机会、教育资源不均衡；城乡二元结构的制约、法制因素的制约、行政制约和国家政策可执行性制约因素等。

环境教育是一种全面的终身教育，是可持续发展的教育，应从幼儿教育开始。

This new platform, considering the relationship among teaching, learning and managing, solving the conflict of resources share and intelligence prosperity, adopting latest theory on learning and mature technology, has more advantages than the existing platform. Firstly, it integrates the advantages of Internet and Satellite communication system and achieves the seamless connection. Secondly, it adopts the coding technology of streaming media with MEPG-4, which makes it possible that the on-line instruction, the schedular broadcast instruction and the distributed course ware on demand can be broadcast on the two networks. 此次清华大学远程教育播出平台的改造，本着现有平台与未来需求相结合；最新的学习理论与成熟的信息技术相结合；资源传输与对学生的学习支持相结合；教育资源开放与知识产权保护相结合的设计理念，综合考虑了远程教育环境中教、学、管三方面的需求和关系，因而具有多方面的优势：新平台整合了互联网和卫星网各自的优势，在技术上实现了天网与地网的无缝连接；新平台对传输的教育节目采用 MPEG-4编码方式进行流媒体播出，在传输上实现了基于两种网络的实时课堂直播、录播和基于互联网的分布式课件点播的多种需求；新平台集资源加密、用户认证和授权等功能于一体，可有效地保护远程教育中的知识产权；新平台将各联盟学校的教育资源进行整合后重新提供给学习的个体或团体，较好地实现了资源共享。

It is instructive nowadays for our anti-corruption education and its construction though these measures had shortcomings and were used merely for the feudal government, so as to give the superior education of the reserve cadres, to strengthen the pertinence of the educational content and the efficiency of the ways of education as well as the compulsoriness of the educational system.

尽管采取这些措施的出发点是为了维护明朝的封建统治，且这些措施本身也存在着诸多缺陷，但其内容和方法对我们当前的反腐倡廉教育和廉政制度建设仍有积极的借鉴意义。我们当前在后备干部队伍的超前教育、增强教育内容的针对性和教育方式方法的有效性以及强化教育制度建设的强制性等方面，都可从中获得有益的启示和鉴戒。

E. legality and actuality——in the educational legislative system in modern China in order to present its establishment and actual operative process stereoscopically and completely. And through some typical case analyses of the educational legislation in the central and local authorities at different stages, the dissertation offers a more thorough understanding on the operating mechanism of the whole educational legislative system.

即在深入考察分析近半个世纪不同阶段教育立法整体概况的基础上，从中央到地方的教育立法主体的构成、立法权限的划分、立法程序的设置等几个方面入手，紧紧围绕中国近代教育立法制度&可然&与&应然&、即法定与事实两个基本环节，将中国近代教育立法制度的建立和实际运转过程的全貌立体地展示出来，并通过对不同阶段的几部典型的中央和地方教育立法个案之具体分析，从而更加全面地把握整个教育立法制度的运作机制。
