本文对成都垃圾焚烧发电BOT项目做了较全面的规划研究，主要的创新之处在于：提出了以内资和国有法人资金为主参与BOT项目的思路，而前期的BOT项目多被用作吸引外资的手段；同时还提出了关键设备采用引进技术国内制造的思路，期望能为即将实施的成都垃圾焚烧发电项目的建设起到一定的参考作用。
