但是目前农村的社会保障框架还不够成型和完善，区域差别较大，保障范围有限，保障水平较低，还存在制度上需要加以系统设计和完善，体系上需要加以科学健全与规划等问题，与城镇社会保障制度有机衔接以适应农村劳动力向城镇转移和农村城镇化加快发展的形势，不断创新制度设计以适应由土地和社区保障为主的传统保障模式向现代市场体制保障模式的适时转变，是农村社会保障制度建设无法回避的重要课题。
