Under this process, the paper analyses how Yancheng is confronted with water shortage under the various projects, contrasts the effects of these projects , thus proffers a project tooptimal allocation of water resources which is in accordance with water conservancy planning of Yancheng and lays a foundation for research in this respect for Yancheng.

根据选用的典型年的水文资料，对盐城市水资源系统进行了动态模拟，分析了改变种植结构、加大节水力度、提高河网调蓄能力、增加供水水源等多种方案组合情况下的盐城市缺水状况，并进行比较分析，提出了与盐城市水利发展规划目标相吻合的水资源优化配置方案，为今后进一步进行盐城市水资源优化配置研究奠定基础。
