This paper discusses how to protect citizen's basic rights and how to improve the protection system in China in the state of emergency. The paper is divided into four parts: The introduction section describes how natural and man-made instability factors frequently caused emergent situations in the world, and how the nations objectively infringed upon citizen's basic rights in response to the crises. Then it introduces the central theme of discussion in this paper.
