摘要本报告根据《21世纪初期山东省水资源可持续利用总体规划》和《山东省南水北调城市水资源规划》成果，结合南水北调工程情况，通过大量调查分析，全面评估了山东省水资源的质和量；指出了开发利用和管理方面存在的主要问题；科学分析和预测了不同规划水平年、不同保证率情况下的山东水资源供需状况；根据经济社会可持续发展对水的需求，从水资源开发、利用、治理、配置、节约和保护六个方面进行了全面系统的分析，提出了解决山东省水资源紧缺的基本思路、目标、任务和要求。
