该项目从2007年3月8日开始筹建，3月28日项目技术方案通过首次评审，5月4日在杭州确定了项目总体建设计划，开始设备选型和采购工作，6月20日完成项目征地并开始进行厂区的三通一平，7月17日北京会议基本确定了具有可操作性的工艺、仪表流程图，7月26日储罐设备破土动工，9月14日第一台设备LNG低温储罐一次吊装成功，9月20日开始进行工艺施工安装，11月30日完成净化系统的主体工艺安装。11月19日冷箱主体进厂吊装成功，12月30日完成工程总体工艺施工，开始进行系统的吹扫、试压和联动调试，2008年1月15日完成DCS系统的安装调试，2008年2月14日进行系统的联动调试，3月8日联动调试成功设备顺利出液。
