最后，正是在考察了当前农村治理中所出现的问题，以及加强农村基层党组织自身建设在农村治理中的重要性的基础上，本文指出了，随着农业税的全面取消，中国农村进入了后农业税时代，因此，更要冷静面对这种变化所带来的机遇和挑战，以科学的发展观为指导，充分发挥农村基层党组织在农村治理中的作用，努力推动社会主义新农村的构建。
