The author analyzed the new characters of agriculture and rural development at the new stage of constructing overall well-off socialist modern society, studied the concepts, system, methods of agriculture extension under the circumstance of joining WTO, agriculture structure adjustment and new sci-tech revolution, proposed that we should be geared to the needs of market and farmer, and clearly define the function of government, enterprises, association and society, and cogitate and reform our extension system in the view point of whole world.

分析了我国进入全面建设小康社会和加快社会主义现代化建设新阶段农业、农村发展的新特点，对我国加入WTO，农业产业结构战略性调整，面临新的农业科技革命等新形势下，农业推广理念、制度、方式、方法等如何变革进行了剖析，提出要面向市场和农民，自下而上开展推广工作，明确划分政府、企业、社会组织各自的职能，用世界的眼光来认识和改革我国的农业推广。
