The opportunities of developing higher agricultural vocational and technical education must be grasped in the process of realizing the transit from elite-education to popularization-education. Existent and developmental room of HAE must be unceasingly widened basing upon the road of distinctiveness, integration and internationalization. The relationship of elite-education and popularization-education must be rightly dealt with and the niches of agricultural colleges must be made clear.
