In order to farther promote and regulate Agricultural industrialization, some suggestions have been stated as follows:(1)Agricultural industrialization should develop rapidly and steadily by regulating and strengthening benefit mechanism;(2) the act of cooperatives and stockholder cooperation firms should be performed;(3)the base and infrastructure for Agricultural industrialization should supported;(4) the technology-intensive and famous brand products should develop superlatively.

为了进一步推进和规范农业产业化经营的发展，提出以下政策建议：一是利用多种改制方式，规范和强化利益机制，促进农业产业化经营快速健康发展；二是尽快出台合作社法和股份合作企业法，以规范和促进农业产业化经营；三是加强对基地和基础设施建设的扶持力度，为农业产业化经营创造条件；四是创品牌，加大产品科技含量，提高农业产业化经营的水平。

The second part of the article analyzes some factors such as the backward of system, the shortages of funds, the low-quality of human resources, the tardive transform, which hinder the progress of china's agricultural science technology, furthermore, the reasons were discussed.

第二部分，分析了目前我国农业科技进步存在的主要问题，诸如农业科研及推广体制落后、农业科技进步所需资金不足、农业科技成果应用不顺、农业人力资源素质较低等，并对其成因进行了探讨。

Through NTP and BTP production function, this paper econometrically analyzes the relationship between institutional change and agricultural growth in China. It shows that institutional change has prominently affected agricultural growth during 1988~2005 and tends to have a beneficial effect, and the institutionul change is in the direction which is useful for agricultural gowth.

内容提要采用中性技术进步和有偏技术进步生产函数对1988~2005年间我国农业制度变迁与农业增长的关系进行计量分析表明：农业制度变迁对1988~2005年间各阶段的农业增长影响显著，而且总体上制度变迁正朝着有利于农业增长的方向发展。

The finding of our research indicates that the different institutions of land create different incentive to the persons who engage in the agriculture. At the same time, the change of benefit space is caused by the movement of price and finical impacts on the activity of farmers. Hence, the change of institution plays an important role in the agricultural economic growth after China' s reform and opening.

分析的结果是，在农业生产中实施的不同土地制度对从事农业生产的人们形成不同的激励，而在农业生产和经营中推行的价格、财税制度变革又以形成的利益空间影响从事农业生产和经营的人们的积极性，因此，制度变迁是中国改革开放后农业增长的决定性因素。

在此基础上提出了我国农业废弃物资源化发展的对策措施，包括：（1）建立与健全农业废弃物资源化利用与无害化处理相关的政策法规；（2）结合新农村建设，加大资金扶持力度，加强农业废弃物利用的基础设施建设；（3）加快推动农业废弃物资源化利用的产业化进程，大力发展循环经济；（4）鼓励和推动农业废弃物资源化利用技术的创新研究、示范与推广工作。
