This dissertation will analyze the possibility, necessity, and feasibility of implementation of the establishment of EAFTA, and then present the establishment model based on "10+3" mechanism, namely taking ASEAN as an intermediator to establish ASEAN—China, ASEAN—Japan - ASEAN—South Korea, on the basis of which to integrate China, Japan, South Korea and the ten countries of ASEAN to establish "10+3" FTA, finally leading to the buildup of EAFTA.

本文将分析建立东亚自由贸易区的可能性、必要性以及实施的可行性，并提出建立东亚自由贸易区的路径，即采用"10+3"模式，以东盟为中间人建立"东盟-中国"，"东盟-日本"，和"东盟—韩国"自由贸易区，再以此为基础，建立"10+3"模式，并最终建立整个东亚自由贸易区。

In the method the discrete cosine transform DCT is first applied to noisy facial images to remove its high frequency component noise, the removed noisy face images can be obtain through performing inverse discrete cosine transform. Then the two dimensional principal component analysis (2DPCA) is exploited to the removed noisy face images to obtain a set of eigenvectors that have larger correspondent eigenvalues, and the features of images with lower information dimensions are extracted to get fast recognition speed.

这方法首先对具杂讯脸部影像进行离散余弦转换去除高频杂讯，取得低频影像以降低高频杂讯干扰，然后再对低频影像以二维主分量分析(2DPCA)撷取前几个较高特徵值所对应的一组特徵向量，以降维与资讯集中达到快速辨识的目的。

First, UWPBL model(The University of Washington Planetary Boundary Layer Model) is used to retrieve typhoon's sea level pressure from sea surface winds data of SeaWinds which aboard on QuikSCAT and these strength results are analyzed. Then the variational method is applied to decompose the sea surface winds field into two parts: the vortex and irrotational environmental flow field, the UWPBL model is used again to retrieve ShanShan and YaGi typhoons' sea level pressure from the vortex flow field, the results of typhoon's central positions are analyzed by comparing the results with the results of direct retrieving, NCEP's data and typhoon annual reports. It turns out that the accuracy of the typhoon's sea level pressure central position has been obviously improved, This method offers a new idea for the study of typhoon from microwave scatterometer data.

本文首先利用QuikSCAT散射计获取的海面风场资料，利用华盛顿大学行星边界层模式对台风海平面气压场进行反演，并对其强度进行了分析；然后对获取的海面风场，采用变分方法对风场进行分解，分解出无旋和有旋风场，对分解出的有旋风场，再利用UWPBL模式对珊珊和魔羯台风的海平面气压场进行了反演，对所得结果与通常直接反演、NCEP海平面气压场及台风报文资料进行一一对比，结果表明：新的反演定位的方法对台风海平面气压场中心气压的定位精度有了大幅度的提高，此种定位的方法为散射计资料在台风中的实际应用开辟了一条新的思路。

本文乃以国内非营利组织犯罪的文献为基础，辅以法务部调查局已侦办之案例，进行非营利组织犯罪问题之分析研究，并藉由此种研究成果，深入剖析并了解现存于非营利组织之犯罪状况，诸如犯罪型态、犯罪管道、犯罪手法、犯罪金额、侵害法益、受害对象、检调机关调查侦审情形等情；再针对各类型非营利组织犯罪发展趋势，研拟最适合防制国内非营利组织犯罪问题的策略。
