Article 9 If any goods temporarily imported or exported are damaged due to any force majeure and cannot be re-exported or re-imported in the original form, the holder of the ATA carnet or the consignee or consignor of the goods temporarily imported or exported under the non-ATA carnet shall timely report to the local competent customs office.

第九条 暂时进出境货物因不可抗力的原因受损，无法原状复运出境、进境的，ATA单证册持证人、非ATA单证册项下暂时进出境货物收发货人应当及时向主管地海关报告，可以凭有关部门出具的证明材料办理复运出境、进境手续

Article 32 For the transit, transshipment or transport of goods under any ATA carnet, the customs office shall handle the importation or exportation formalities upon the strength of the page for passing the territory in the ATA carnet.

第三十二条对ATA单证册项下的过境、转运、通运货物，海关凭ATA单证册中的过境联办理进出境手续。

In the case of destruction or losing the useful value due to any reason other than force majeure, the holder of ATA carnet or the consignee or consignor of the goods temporarily imported or exported under the non-ATA carnet shall go through the customs formalities under the relevant provisions on the import and export of goods.

暂时进出境货物因不可抗力以外其他原因灭失或者受损的，ATA单证册持证人、非ATA单证册项下暂时进出境货物收发货人应当按照货物进出口的有关规定办理海关手续。

Before the customs office of China issues an ATA Carnet Recourse Notice, if the carnet holder applies for verifying and writing off the carnet upon the strength of the certification issued by the customs authority of any other country which certifies that the goods have left the customs area of China, the customs office shall exempt it from the adjustment fee.

在我国海关尚未发出《ATA单证册追索通知书》前，如果持证人凭其他国海关出具的货物已经运离我国关境的证明要求予以核销单证册的，海关免予收取调整费。
