There are 6 chapters inside of the thesis:(1) Interpretation of the motivation of research.(2) Analyzing of correlation documents and starting to construct a framework of criticize and analyze of "public art".(3) Discussing the forming of creation ideas.(4) Analyzing the influence results of public from the exposition of society.(5) Discussing the interactive relationship of artist, works, commonalty and art criticism from the installation process of works. Point out the meaning of society and the possibility of communication in the criticism of public art.(6) Reference, review and the propositions for further studies.

本论文共分六章，第一章说明本研究的动机、目的、范围、内容、方法与流程；第二章针对相关文献分析并初步建立公共艺术的评析架构；第三章则就公共艺术的创作意念生成进行探讨；第四章则就公共艺术的社会解读来分析影响大众观赏公共艺术的因素；第五章从公共艺术设置过程对社会的影响，探讨创作者、作品、大众与艺评的互动关系，并尝试提出公共艺术评论对社会的意义与沟通的可能；第六章为本研究的结论与检讨，并对后续研究提出建议。

In chapter 5 the Laffer curve is derived from the Barro model, and the relation of public expenditure and economic growth has been analyzed under the precondition of fiscal balance.

第5章从Barro模型出发，在财政收支平衡的前提条件下，分析了公共支出与经济增长的Laffer曲线关系，并在此基础上，通过增加模型中公共品的种类，对Barro模型进行了扩展，分析了公共支出结构的调整与经济增长的关系。

Finally, using this analysis framework and unifying the practice of the reform of institutions and public finance system, this paper preliminarily analyzes the overall way of constructing our country's non-profit organization system This paper makes conclusions as follow:1~, it is necessary to carry on the trichotomy to the field of resources disposition from the point of the supply-demand relation configuration because of the limitations to Bipolar Paradigm between market and government.2~, introducing the market mechanism to the domain of public service is helpful to improve economic efficiency of the supplies, but the lack of the corresponding ethics value standard and the government structure will cause the erosion of public welfare and the loss of commonality and fairness.3~, the sources of the fault to the reform of institutions are the vacancy of public ethics goal and the lag of public service fundamental research, which makes the reform of institutions follow the way of the reform of enterprise.

在完成公共服务分析框架后，作为本论文研究体系的延伸，在本文的最后部分，运用这一分析框架，结合我国事业单位改革和非营利组织发展的实践与公共财政体制改革，初步分析了构建我国公共事业体制框架的总体思路。通过公共服务分析框架的构建，本文得出的基本结论有以下几点：1、市场和政府二分的范式对认识公共服务和公共事业领域的资源配置存在局限性，因此有必要从供求关系构型上对资源配置场域进行三分法的划分。2、简单地在公共服务领域引入市场机制有助于供给者的经济效率提高，但是，如没有相应的伦理价值理念的规范和治理结构，必然会导致对公益消费者公共福利的侵蚀，出现公共性与公正性的流失。3、以推向市场和创收为实质内涵的我国事业单位改革失误的根源，在于公共伦理目标的缺失和对公共服务理论研究的滞后，因而才沿袭了企业改革的思维和方法。

As a pioneer of American public library movement, Green's thought of library science lies mainly in the following aspects: acting public libraries as social education institute, paying attention to maintaining good relationship between public libraries and public schools, insisting on public library exerting important role in school teaching, advocating for mutual trust and dependence between public library board and librarian, supplying every public library inquirer with reference service, and evaluating the history and figures of American public library movement in objective and appropriate words.
