This paper aimed to carry on exploring research on basic modes and implementation of fiscal management informatization. Based on literature research and investigation, it summarized the present conditions and problems of fiscal management informatization both inside and outside of China especially deeply researched the implementation means and business line of the two modes—TCP mode and ACB mode. At the same time, it gave some comments on the several modes.

本文对财政管理信息化的基本模式与实施进行了探索性研究，在文献研究和调研的基础上，总结了国内外财政管理信息化的现状并提出给我国的启示，笔者尤其对财政管理信息化的两种模式即国库集中支付模式和会计集中核算模式的运作方式、业务流程进行了深入探讨并对各种模式给出评价。

本文在阐述了ERP及会计信息化的相关概念基础上，分析了ERP环境下企业会计信息化的存在的问题，主要表现为：企业对会计信息化的理念的认识不到位；会计软件兼容性差；ERP环境下信息的开放性不足；ERP系统会计工作内部控制薄弱；缺乏具有综合能力的专业人员。

Finally, the question which faced at present to our country file informationization construction has made the profound analysis, summarized in the file informationization construction experience, to the question which appeared carries on the rationality to ponder and to formulate the corresponding solution, in order to provided the reference for the file informationization construction's further consummation.

The following are the major research methods and conclusions:(1) The evaluating index system of Xi"an Hi-tech enterprises informationzation is constructed from such five aspects as: the input of basic facilities, running of information system, application of informationzation, noneconomic profit and economic profit by analyzing the informationzation present conditions of Xi"an Hi-tech enterprises.

主要采用的研究方法及研究结果如下：(1)在分析西安高新技术企业信息化现状的基础上，建立了包括基础设施投入、信息系统运行、信息化应用、非经济效益和经济效益五个方面的西安高新技术企业信息化评价指标体系。

The innovation of the article lies in:(1)gives the evolution process of decision model a systematic pectination, illuminates the internal logic and regularity of all kinds of decision models, and points out the limitation of each kind of decision model in the information age.(2)on basis of analyzing the evolution of the relation between several main decision models, elucidates an enterprise decision model ITDMM creatively which adapts the information age on all the aspects of decision models such as the main body of decision, procedure, method, internal environment and so on.

本文的创新之处在于：（1）系统梳理了决策模式的演进过程，阐释了决策模式的内在逻辑性和规律性，并指出各种决策模式在信息化时代所具有的局限性；（2）在分析几种主要决策模式之间关系演变的基础上，创新性地阐发了信息化时代ITDMM企业决策模式——从决策的主体、决策的程序、决策的方法和决策的内部环境等各个方面适应信息化时代的企业决策模式。

The requirements of the new development strategy on computerization driving the industrialization depends not only on the actualisation of macro- and mid-computerization, but also on the actualisation of micro-basis of industrialization, which refers to the enterprise computerization, in the era of internet economy, the important direction of enterprise computerization is to develop electronic commerce.
