This thesis aims to the problem of the medical care of the university students in Chongqing, and discusses the system of social security, the system of medical care, and the system of socialized medicine, as well as puts forward some suggestions through investigating and analyzing in the medical care of the university students in Chongqing.

本文选择"重庆市大学生医疗保障问题"作为研究对象，探讨了社会保障制度、医疗保障制度、公费医疗制度、并对重庆市大学生医疗保障相关问题进行了调查和分析，提出了一些相关的建议。

But there are unfair aspects between urban and rural areas about the sources of law, the scope of rights, funding sources, regulating effect. To establish integration goals and direction about social security rights of the common taw will be an inevitable requirement for build a harmonious society in China, and will guarantee people' s livelihood.

Therefore, a nation needs to establish a matured human rights protection mechanism as soon as possible to ensure that the emergency powers can protect its fellow citizen's fundermental rights fully and effectively when an energency situation occurred, without abusing the administrative discretion. This paper discusses how to protect citizen's basic rights and how to improve the protection system in China in the state of emergency.
