The floating gates, which have a hollow cavity inside, work according to Archimedes' principle of buoyancy. When compressed air is pumped in, emptying the gates of water, the buoyancy of the giant panels will be greater than their weight, and in just 30 minutes the barrier will float above the surface. The gates are attached to the seabed with hinges, which are designed to absorb the force of waves and keep the barrier in place. The gates will only be raised when waves are higher than 1.1 meters, to reduce interruption of the sea currents to a minimum.

这些中空的水闸门，主要依照阿基米德浮力原理操作，当闸门内注入高压空气排水后，闸门受到的浮力大於闸门重量，只要三十分钟就能浮出水面，闸门底部则用轴承固定在海底，再透过细部结构设计能够悉受波动力量，保持闸门的稳定性，而水闸门只有在浪高超过110公分的时候才会升起，把对海水交换的干扰降到最低，其他维护潟湖生态的措施也获得欧盟肯定，所以在2009年4月，取消摩西工程违反自然保育法的决议。
