How to support the SMEs" development at present? This text proposes eight suggestions after analysis Xi"an as example of our country: 1. 针对目前我国以西安为例的政府在扶持中小企业发展政策体系方面存在的问题，本文提出从八个方面加以改进和完善：①构建完善的政府管理机构；②建立健全中小企业政策体系；③建立相对独立的中小企业金融体系；④加快国有中小企业民营化步伐；⑤重视中小企业家的培育；⑥加强社会化服务体系建设；⑦降低创业「丁槛，实施轻税轻费等扶持政策；⑧扶持中小企业的产业集群发展。
