The Great War was unfortunate, because it gave Japan temporarily a free hand; the collapse of Tsarist Russia was fortunate, because it put an end to the secret alliance of Russians and Japanese; the Anglo-Japanese Alliance was unfortunate, because it compelled us to abet Japanese aggression even against our own economic interests; the friction between Japan and America was fortunate; but the agreement arrived at by the Washington Conference, though momentarily advantageous as regards Shantung, is likely, in the long run, to prove unfortunate, since it will make America less willing to oppose Japan.

The author holds that the rooted cause of the forming of League of Armed Neutrality is the contradictions of strategic interests between Russia and Britain in the late half of the 18th century; the forming of League of Armed Neutrality has many advantageous condiions and favorable international environment; League of Armed Neutrality further improves the international status of Russia and exerts important influence on the development of contemporary international relations.

The above provisions shall not prevent the countries from exercising the right given in paragraph (3) of Article 6quinquies, Section B, to refuse or to invalidate the registration of marks incorporating, without authorization, armorial bearings, flags, other State emblems, or official signs and hallmarks adopted by a country of the Union, as well as the distinctive signs of international intergovernmental organizations referred to in paragraph (1), above.
