From the air Beijing reads like a belt of modernity that encircles a historic center, all embedded in a broad zone of dormitory blocks. These living quarters define the majority of the cityscape and as such are arguably the essence of the 'real' Beijing. Yet this expanse of the capital seems to fall between the cracks of the planning debate.
