Because the domestic Hi-Tech industry develops fast in recent years, so a lot of processes with key technology need studying and developing including the wafer foundry or LCD industry, and even thin film solar cell industry. But the main problem that the requisite components (such as heater module, susceptor, shower head module, turbo-molecule vacuum pump, etc.) are almost from original factory but Taiwan is few. Because of the reason and one of the new government's policies is for environmental protection and green energy industry developing, we try to develop our own technology in Taiwan.

近年来因国内高科技产业快速发展，所以许多制程与关键技术也陆续被投入大量研发，但不论是半导体产业或者平面显示器产业，乃至於薄膜太阳能电池产业，在设备研发上存在极大的问题，大部份关键零组件的取得皆源自国外母厂(例如加热模组、气体扩散模组、涡轮分子帮浦等元件)，所以缺乏自主设计研发能量，也因此许多关键制程技术无法充分发挥。

Based on the traditional economic theory that circulation industry is of pure competitiveness and need not be intervened by the government, this paper synoptically comments on the representative literatures and thinks that moderate circulation industry regulation is needed in China.

本文基于传统经济理论将流通产业视为纯竞争性产业、政府无需进行干预的理论分析倾向，在概要评述代表性理论文献的基础上，认为目前中国有必要对流通产业实施适度的产业管制。

In recent years some provinces and cities lay the culture industry at the important position as a new economic growth point, designing and operating it unconventionally.

鉴于文化产业在中国还是一个比较新的概念，本文首先详细介绍了文化产业的概念和文化产业的分类，对中国2004年建立的文化产业分类和国外分类进行了对比。

Through surveying on 366 knowledge workers of 30 IT enterprises, the study has proved the structure factors, influence factors, and operation mechanism of the IT industry knowledge workers\'s career management system. The result of this research is instructional and exercisable to the practice of knowledge workers\'s career management of IT enterprises, and make some idea and reference to more research in this field.About the study, the view is new, the research range is material, and the object is representative. Currently, domestic research in the content of this field is unsystematized, and nonstandard.

本研究在回顾国内外关于职业生涯管理理论与实践的基础上，深入分析IT产业特点与知识型员工及其职业生涯特点，提出了IT产业知识型员工职业生涯管理体系，并根据该体系模型设计了IT产业知识型员工职业生涯管理调查问卷，通过对30家IT企业的366名知识型员工实施问卷调查，验证了IT产业知识型员工职业生涯体系的构成因子、影响因素与作用机制，对IT企业实施知识型员工职业生涯管理实践具有一定的指导性与操作性，并为该领域的进一步深入研究提供了思路和借鉴。

We find:(1) ITB cumbers the optimization of enterprises' scale through increase the trade cost;(2) The rate of ITB on inter-industrial products is higher than on the intra-industrial aspect, and the product's trade barrier has a decreasing situation;(3) From the macro-economics view, the behaviors of governments have grave influences on the integration of domestic market; taxation system and regional law system have great impact on the many aspects which influence the development of economy.

微观方面，区际贸易壁垒通过影响企业成本控制，阻碍企业最优规模的实现，并对产业集聚的发生造成随机性影响。同时，产业间层次上的制成品贸易壁垒比重大于要素贸易壁垒，而制成品相对要素的区际贸易壁垒（无论产业间还是产业内层次）有下降的趋势。宏观方面，政府行为对于区际整合有着重要影响，财税制度和规制建设在转型经济中对地方分割等影响经济增长的众多方面造成影响。

As an important industry for China's national economy, it has showed the characteristics of good relation of industries, strong capital accumulation ability and great employment. National Development and Reform Commission in 2005 clearly declaimed that automobile industry had become a pillar industry of national economy of China.
