From 29th to 30th May, 2008, Mr. Amine KHENE, Assistant Director-General for Administration of UNESCO visited to WHITR-AP. Mr. Li Yongsheng, Vice President of Tongji University,Prof. Wu Zhiqiang, Director of WHITR-AP and Dean of CAUP, Tongji University met him in Wen Yuan Building, Tongji University on 29th May. Mr. KHENE highly appraised the achievements made by WHITR-AP and international cooperation developed by Tongji University, especially the great contribution and close collaboration to the Africa regions.

2008年5月29日至30日联合国教科文组织行政助理总干事Amine KHENE先生对我中心进行了为期两天的访问。29日上午同济大学副校长李永盛、我中心主任兼同济大学建筑与城市规划学院院长吴志强教授会见了KHENE先生，KHENE先生对中心建设以及同济大学对外合作的成果给予充分肯定，并高度赞扬了同济大学对非洲地区的大力支持。

Results The mean decentration from the pupillary center to ablating center was 0.266mm. In both eyes, the mean decentration was located supernasally.

结果 术后1个月切削区中心偏离瞳孔中心的距离为0.266 mm，双眼平均偏离瞳孔中心的方向均为鼻上侧。

A pivotal problem to recognize of the precise position of laser facula has been solved in the process of design work: Firstly the method of background-subtraction is used to eliminate or weaken the affect of background light. Secondly the image threshold segmentation operation and morphologic operation are used to locate the sketchy position of laser facula ; Then the new method of Extracting Edge are designed based on character of laser facula , by using this method in the search area the edges of laser facula can be extracted effectively; At last the optimum picture of laser facular is selected by using the triggering function of hardware and function of software. The exact result can be obtained only by image processing to optimum picture.

在设计过程中解决了精确确定激光斑中心位置这一关键问题：首先利用减背景法，消除或减弱背景光的变化对确定激光光斑中心的影响；再对减完背景后的图片进行阈值分割和二值化处理以确定激光光斑的粗略位置；根据本文激光光斑的特征，设计了一个有效的边界提取算法，对指定区域进行提取激光光斑边界操作，精确的确定激光斑中心位置；最后利用硬件的触发功能和软件编程实现了激光光斑最佳图片的判读，只有对最佳图片进行图像处理得到结果才是准确的。

中心内设寒带植物基因资源保存中心、研究与评价中心、黑龙江寒地活体野生资源圃、功能基因库等。其主要职责任务是：①引进、收集、采集、保存植物的野生、地方品种、选育的种质资源和遗传材料；②管理种质考察、引种、交换、监测、繁种、更新、分发、鉴定、评价和利用、指纹图谱和 DNA 序列数据等；③为决策部门提供作物资源保护和研究的信息，为科学研究和农业生产提供优良种质和信息，向社会公众提供保护生物多样性的科普信息。

It is now a first-rate national center for ophthalmology. Some of the projects rank high internationally, for example, the success of treating 30,000 cases of myopia with LASIK. For the success of the operations, the center introduced sophisticated medical equipment, e.g. the first personalized LASIK. For optimal results, the center used the most sophisticated cornea topographic map, cornea pachymeter, automatic plate shaper and eye ground confocal laser scanning system, making the operations a more sophisticated project. Moreover, as all the doctors have rich clinical experience and expertise, and with painstaking efforts, they acquired great skills and familiarity with the medical equipment, resulting in what is "the man-machine unity".

一些项目已达到国际先进水平，如以该中心成功完成30000例准分子激光治疗近视为例，为了做好准分子激光治疗近视手术，该中心不仅引进了先进的治疗设备，如在我国率先引进了第一台个性化准分子激光治疗近视系统，而且为了严格把关，选择最佳治疗效果，又启用了最先进的角膜地形图、角膜测厚仪、微型自动角膜板层成型刀和眼底共焦激光扫描系统等，使准分子激光治疗近视手术成为更完善的系统工程，加之该中心医生大都从事眼科临床多年，有丰富经验和深厚知识底蕴，通过刻苦努力，很快做到&人机合一&，娴熟地掌握了最先进的眼科诊疗武器。
