协会的宗旨是，在遵守中华人民共和国宪法、法律、法规和国家政策、遵守社会道德风尚的前提下全面促进我国马业技术、经济和经营管理水平的提高，推动我国马业发展，弘扬民族文化，提高国民马文化水平。

自此，中华民族的命运渐渐的改变了——1987年3月26日，中葡两国政府草签关于澳门问题的联合声明，声明宣布：中华人民共和国政府于1999年12月20日对澳门恢复行使主权，祖国统一大业在望；1987年中共十三大举行，赵紫阳作《沿着有中国特色的社会主义道路前进》的报告，提出&一个中心、两个基本点&基本路线，中国的改革开放进入到一个崭新的水平，逐步过渡到社会主义市场经济体制。
