Article 1 For the purpose of regularizing the application for as well as examination and approval, issuance and administration of the regular passport and the entry-exit pass of the People's Republic of China and safeguarding the right of citizens of the People's Republic of China to apply for the regular passport and the entry-exit pass, these Measures are formulated in accordance with the Passport Law of the People's Republic of China (hereinafter referred to as Passport Law).

第一条 为了规范中华人民共和国普通护照和出入境通行证的申请、审批签发和管理，保障中华人民共和国公民申请普通护照和出入境通行证的权利，根据《中华人民共和国护照法》的规定，制定本办法。
